Is Tower Rush legal and safe in Pakistan?
Two different questions hide in this one. Is it legal? is about Pakistani law. Is it safe? is about the game, the casino and your money. The answers are not the same, so this page takes them one at a time.

The short answer
Legal: gambling is prohibited in Pakistan, and there is no licence that makes an online casino legal for Pakistani players. In practice: offshore casinos accept players from Pakistan, and enforcement has targeted operators, promoters and payment agents far more than individual players. What Pakistani law says
Pakistan's gambling rules are old and were written for physical gambling:
- The Prevention of Gambling Act, 1977 prohibits running and visiting gaming houses and gambling on games of chance.
- The Pakistan Penal Code contains offences around keeping gaming places and lotteries.
- The Prevention of Electronic Crimes Act, 2016 gives authorities tools against online content and fraud, and the PTA regularly blocks gambling websites.
None of these laws creates a licence for online casinos. So there is no such thing as a "PTA-approved" or "government-licensed" Tower Rush app, whatever an advert says.
Enforcement in recent years has mostly focused on people who organise gambling: app promoters, agents who collect deposits through mobile wallets, and influencers advertising betting apps. That is a description of what has happened, not a promise about what will happen to any individual.
Why offshore casinos still accept PKR
Casinos licensed in Curaçao, Anjouan or similar jurisdictions operate under the law of the place that licenses them. Many of them list Pakistan as an allowed country, show balances in PKR and take JazzCash or Easypaisa through payment intermediaries.
That creates the situation most Pakistani players are in:
- the casino is legal where it is licensed;
- playing it from Pakistan is not legal under Pakistani law;
- the casino's licence is your only protection, and offshore licences offer weak protection compared with strict regulators.
Some casinos quietly change their country list. If a casino later decides Pakistan is restricted, the terms usually allow it to close accounts, and using a VPN to get around a restriction is almost always a reason to void winnings.
Is the game itself safe?
The game is the least risky part of the chain.

Is Tower Rush legal in Pakistan?
Gambling is prohibited under Pakistani law, including the Prevention of Gambling Act 1977, and no Pakistani authority licenses online casinos. Tower Rush is offered to Pakistani players by offshore casinos licensed abroad, which does not make playing it legal under Pakistani law.
